Article 4: The competent authority of the World Federation of Literary and Art Circles is the New York City Department of Education. Article 6: The tasks of the World Federation of Literary and Art Circles are as follows:

Chapter II Members
Article 7: Membership:
1. Group members: Any application that is endorsed by the World Federation of Literary and Art Circles, abiding by the World Federation of Literary and Art Associations, and approved by the government, cultural and artistic organizations, educational institutions, and economic and trade units, shall be submitted by the Standing Council and paid the dues. Become a group member. Group members push one representative to exercise their rights.
2. Individual members: Any citizen who agrees with the purpose of the Association, who is 20 years old or who is good at cultural or artistic education and entrepreneurship, will fill in the application form, and the regular council will approve it and become an individual member after paying the membership fee. .
3. Honorary members: famous cultural and art educators at home and abroad, celebrities from all walks of life, well-known entrepreneurs, heads of various organizations, or enthusiastic cultural and artistic education, who will actually contribute to the club. Voluntary membership application form, approved by the Standing Council, and paid membership fees will become honorary members.
Article 8: Membership Program:

Article 10: Membership obligations:

Article 11: Member Disposition: When a member violates the laws, regulations, or fails to abide by the World Federation of Liberal Arts and the Statutes of the World Federation of Liberal Arts, and fails to implement the resolution of the World Federation of Liberal Arts, it shall be warned or suspended by the resolution of the Council or the Standing Council: its harm If the circumstances are serious, they should be removed.
Article 12: Membership: The member has one of the following circumstances:

Article 13: Membership withdrawal: Members (member representatives) will withdraw from the meeting in writing (but should report it six months ago), and return the membership card or certificate, which means they can withdraw. If a member does not pay membership dues for two consecutive years or does not participate in the activities of the Association, it is deemed to be automatically withdrawn.

Chapter III Organization and Authority
Article 14: General Assembly: The World Federation of Literary and Art Circles takes the General Assembly as the highest authority. During the closing of the General Assembly, the Board of Directors shall act on its behalf, and the Board of Supervisors shall be the supervisory body.
When the number of members exceeds 300, the score area will select the member representatives in proportion, and then the member representative assembly will be held to exercise the powers of the member assembly. The member representatives are appointed for a term of three years, and the number of member representatives, the division ratio and the election method are formulated by the board of directors.
Article 15: Council: The members are elected by members (member representatives). The number of members of the board of directors does not exceed 30% of the number of members. When electing the former director, at the same time, a number of alternate supervisors are selected at the same time. When the directors and supervisors are vacant, they are respectively replenished in order. The directors are elected for a term of three years and can be re-elected.
Article 16: Standing Council: The Council shall establish a standing council. The Standing Council is elected by the Board of Directors and is accountable to the Board of Directors. The number of executive directors does not exceed 30% of the number of directors. The number of members of the Board of Supervisors of the Board of Directors and the Standing Council may be adjusted as the number of members increases or decreases.
Article 17: Board of Supervisors: Supervisors are elected by members (member representatives). The number of supervisory boards is no more than 30% of the number of directors. The Supervisory Committee shall have three to five standing supervisors, and the supervisors shall choose each other. The supervisors elect one of the standing supervisors to be the convener of the supervisors and supervise the daily meetings. When the standing supervisor is vacant, it shall be re-elected within one month.
Article 18: The general assembly consists of: co-chair, chairman, executive vice chairman, vice chairman, minister, deputy minister, member and other members.

The board of supervisors consists of: chairman, vice chairman, supervisory accountant, supervisors and other members.
Article 19: The powers of the General Assembly are as follows:

2. Election and removal of directors and supervisors.

Article 20: The powers of the Council are as follows:

2. Qualification of the member (member representative).
3. Responsibility for the appointment, dismissal and resignation of directors, standing directors and responsible persons at all levels.

Article 21: The powers of the board of supervisors are as follows:

Article 22: The President and President of the World Federation of Literary and Art Circles shall be held by the founders or by agents appointed by the founders. The president will supervise the affairs of the internal affairs and represent the World Federation of Liberals. When the president is unable to perform his duties due to the matter, he shall designate the vice president to act as one of the agents; when the president cannot specify, the vice president shall push one person to act as the agent. Article 23: Directors and supervisors are unemployed. Each term is three years and can be re-elected. The term of office of the directors and supervisors shall be counted from the date of the first meeting of the current session.
Article 24: If a director or supervisor has one of the following circumstances, he shall be relieved of his duties:
1. Those who have lost membership (membership) qualifications.
2. Those who resign due to the resolution of the board of directors or the board of supervisors.
Third, those who have been removed or revoked.
4. Those who have been suspended for one-half of the term of service.
Article 25: The World Federation of Literature and Art is one of the Secretary-General, and several deputy secretaries-generals are appointed to handle the affairs of the Association. A number of other staff members are nominated by the president and appointed by the board of directors. Staff responsibility and tiered responsibility are determined by the Board of Directors.
Article 26: The World Federation of Literary and Art Circles has various committees, associations, groups or other internal working organizations, and its establishment is determined by the Council.
Article 27: The World Federation of Literary and Art Circles may be appointed by the Standing Council with honorary chairman, honorary president, honorary director, and consultants. The term of appointment is the same as that of the current directors and supervisors.

Chapter IV Meeting
Article 28: The General Assembly shall be divided into two types: regular meetings and ad hoc meetings. The meeting shall be convened by the president. In addition to the temporary meeting of the emergency, the meeting shall be notified in writing before the 15th. Regular meetings are held every two years. Ad hoc meetings are held when the Board considers it necessary, or upon request by more than one-fifth of the members (members), or by the Board of Supervisors.
Article 29: Members (member representatives) may not entrust other members (member representatives) in writing when they attend the general meeting in person, and each member (member representative) is limited to one agent.
Article 30: The resolution of the member (member representative) meeting shall be attended by more than half of the members (member representatives), and the majority of the attendees shall agree.
However, the resolutions on the following matters were agreed to by more than two-thirds of the attendance.
1. The establishment and change of the Articles of Association.

Chapter V Funding and Accounting
Article 33: The sources of funding for this Council are as follows:

Article 34: The World Federation of Liberal Arts fiscal year shall be subject to the calendar year, starting from January 1 to December 31 of each year.
Article 35: The Association shall prepare an annual work plan, income and expenditure budget statement, and employee treatment form for the first two months before the beginning of the fiscal year, and submit it to the General Assembly for approval.

Chapter VI Supplementary Provisions
Article 37: Matters not specified in the Articles of Association shall be handled in accordance with the relevant laws and regulations.
